Measure H: Pasadena’s New Rent Control and Tenant Protection Law

Landlord Attorney, Mike Brennan Gives an Important Update and Explanation

In November 2022, Ballot Measure H in the City of Pasadena passed by a majority of voters imposing rent control and tenant protection rules on the City’s rental housing providers. Under Pasadena’s new rent control law, annual rent increases are limited to just 75% of the annual change in the Consumer Price Index (CPI) which CPI will be announced every September 1st by the newly established Rent Control Board. Additionally, any tenant eviction now requires the property owner to provide “just cause” for initiating the eviction process.

Since its passage, Measure H has undergone several updates by the Rent Control Board. Join us for an important, in-depth overview of Pasadena’s rent control and eviction protection rules under Measure H from legal expert, Mike Brennan of the Brenna Law Firm.

Pasadena voters passed Measure H, an overzealous rent control and eviction protection measure by a 7.6% margin! Landlords can only raise a tenant’s rent once per year and at a rate that is no more than 75% of the annual rate of inflation. Under the new ordinance, rent was rolled back to the rent that was in effect as of May 17, 2021, regardless of how much the rent may have increased since that time. For tenants who moved in before the May 17th date, housing providers are restricted to a 6% rent increase, and for tenants who moved in after that May 17th date, the allowed increase ranges from 0.5% to 5%, depending on the exact month the tenant’s took occupancy.

Included in the new ordinance are “just cause” eviction protections, a Rent Control Board which was recently established by the City, and a rental registry.

Daniel Yukelson is currently the Executive Director of The Apartment Association of Greater Los Angeles (AAGLA).  As Certified Public Accountant, Yukelson began his career at Ernst & Young, the global accounting firm, and since then had served in senior financial roles principally as Chief Financial Officer for various public, private and start-up companies.  Prior to joining AAGLA, Yukelson served for 12 years as Chief Financial Officer for Premiere Radio Networks, now a subsidiary of I-Heart Media, and then 3 years as Chief Financial Officer for Oasis West Realty, the owner of the Beverly Hilton and Waldorf Astoria Beverly Hills where he was involved with the development and construction of the Waldorf.  Yukelson also served for 6 years as a Planning Commissioner and for 3 years as a Public Works Commissioner for the City of Beverly Hills.
